In general, Programme has welcomed applications from public and private, as well as non-governmental sector institutions. The basic requirement is that organizations are legally registered in the Programme area (in duly justified cases the Monitoring Committee may approve projects with Estonian or Latvian partners from outside the Programme area, in case their participation is necessary for the successful implementation of the project.) Each project must have at least one partner in Latvia and one in Estonia.
