Programme's priorities, rules, application procedure, project selection and other important issues are described in the Programme Manual. In general - all submitted projects that have passed the technical eligibility and loose quality check have been further assessed by the JTS and field experts upon necessity, and then submitted to the members of the Programme Monitoring Committee to make the final decisions at the Monitoring Committee meeting.
