The Programme is looking for an Information Manager (temporary replacement from January 2012 to autumn 2013) to work in the Joint Technical Secretariat (JTS) in Tartu.
Tasks and responsibilities:
- Coordinating information and communication activities and fulfilling of Programme’s communication plan;
- Organizing events (consultations, meetings, information seminars, conferences, partner seminars for approved projects, lead applicant seminars, communication seminars, etc.) in cooperation with other JTS employees;
- Developing and distributing promotion and information materials about the Programme, its projects, their progress and results; cooperating with Programme consultants and project partners to obtain the necessary information;
- Following up the progress of Programme’s supported projects, reflecting their activities and achievements on Programme’s website; cooperating with Programme consultants and project partners to obtain the necessary information;
- Maintaining and continuously updating the Programme’s website in cooperation with other JTS employees;
- Publishing a regular newsletter, reflecting the news and developments of the Programme and its projects (generating of texts, translating, proof-reading, arranging of photos and layout, overseeing the design work);
- Drafting information texts and articles about the Programme and its projects for various information sources, including regional newspapers and other media – in both English and one of the local languages (Estonian or Latvian);
- Producing and visualising statistics about the state of implementation of Programme and its projects, including financial data, fulfilment of indicators, partner data; providing analysis and evaluation where necessary;
- Contributing to reports, overviews and evaluations of the Programme, such as annual report, special surveys etc.;
- Being a contact point of the Programme for the Baltic Sea Region Strategy priority coordinators;
- Providing assistance to the projects regarding publicity requirements of the Programme;
- Maintaining and updating contact lists of the Programme;
- In case of tasks carried out by external contractors, drafting task descriptions and monitoring their performance;
- Supporting the general work of the Programme and JTS, fulfilling ad hoc duties clearly explained by the head of the JTS.
Required skills and qualifications:
- Excellent knowledge of English (both – oral and written);
- Fluency in either Estonian or Latvian (both – oral and written);
- University degree in a field relevant to the mentioned tasks and responsibilities;
- General knowledge of EU funded programmes, including cross-border programmes;
- Good knowledge of the Programme area;
- Strong communication, drafting, presentation, organisational and administrative skills;
- Capacity to work and communicate in an international environment;
- Computer literacy: good working knowledge of MS Word, Excel and PowerPoint; experience with website administration desired.
