In 2010, an external mid-term evaluation of the Programme was carried out in order to assess the effectiveness, relevance and performance of the Programme. Evaluation included interviews and questionnaire of the potential applicants, project implementers and various stakeholders, as well as analysis of the financial commitments and fulfilment of the indicators set for the Programme. In 2009 the Programme carried out a comprehensive public survey, questioning the organizations in the Programme area about their general interest in cross-border cooperation with partners in Estonia/ Latvia, interest in participating with projects in the Estonia – Latvia Programme and potential obstacles for participation. For background information, the survey also looked at the same questions in the context of cross-border cooperation with other countries and participation in other ETC and EU programmes.
