The Programme supports projects, which deal with problems that need intervention at the cross-border level. It does not support projects, which could be implemented independently on each side of the border with similar results, and financed by national support programmes. However - many problems of local, regional or national importance can receive additional benefits when cross-border approach is applied to solve them. Therefore projects must have strong cross-border character.
Cross-border co-operation in this Programme should in large part shift away from exchange of experience and organizing one-off events to regular co-operation under established cross-border partnerships in planning and implementation of development activities with concrete results, which have tangible results for regions on both sides of the border.
Generally, the support of the Estonia – Latvia Programme has been divided among the following priorities and directions of support:

1.2 Enhancing joint management of public services and resources
Priority 2: Higher competitiveness of the Programme area
2.1 Facilitating business start-up and development
2.2 Increasing the attractiveness of the Programme area
2.3 Enhancing employable skills and human resources
Priority 3: Active, sustainable and integrated communities
3.1 Improving the environment for active and sustainable communities
3.2 Promoting grass-root level actions
